IRS Revenue Rulings

Revenue Rulings are official IRS interpretations on how to apply the Internal Revenue Code under certain fact patterns.   The Revenue Rulings were intended to provide guidance to IRS employees and taxpayers as they state the IRS position given certain facts.  Given this, rulings have much less authority than regulations.
